Office of General Counsel - Biography of Douglas J. McCarty
Doug McCarty serves as Senior Associate General Counsel at Southern Illinois University Carbondale. His primary focus for the University is on transactional matters, including the review, drafting and negotiation of contracts of all types for the Carbondale campus and the SIU system. Additionally, Doug acts as the primary legal adviser to the Freedom of Information Act officer for the Carbondale campus; handles subpoenas and other such information requests to SIU Carbondale; acts as the primary legal adviser for procurement matters at the Carbondale campus, including representing the University in State Procurement Policy Board hearings; and advises the University administration on a wide variety of legal compliance issues. Finally, Doug serves on a number of University boards and committees, including the Human Subjects Committee, Intellectual Property Committee, and the SIU Head Start Advisory Board.
Doug got his start as an attorney at a regional law firm in the St. Louis metropolitan area. While there he was primarily a litigator with a focus on representation of business interests and state and local governmental bodies. He next served as a law clerk to the Chief Judge for the United States District Court for the Southern District of Illinois. Following the end of his term as a law clerk, Doug opened his own law practice. During that time he acted as the City Attorney for Centralia, Illinois with the remainder of his practice focused primarily on litigation and trial work. He began working for the University in September 2012.
Doug is a cum laude graduate of Southern Illinois University School of Law. Before attending law school he served in the United States Army, including as a combat medic with the 24th Infantry Division during the 1990-1991 Gulf War. Doug is licensed to practice law in Illinois and Missouri; is authorized to appear before the United States District Courts for the Southern District of Illinois, Central District of Illinois, and Eastern District of Missouri; and is a member of the Illinois State Bar Association, the Missouri Bar Association, and the National Association for University and College Attorneys. He is a native of southern Illinois and an avid runner and outdoors enthusiast.
